ActionSA proudly celebrates the remarkable progress achieved by the Tshwane multi-party coalition under the leadership of Dr Nasiphi Moya, whose decisive action plan in just over 100 days has set a new standard for governance, delivering on key priorities to improve service delivery in South Africa’s Capital City.
On 30 October 2024, Dr Nasiphi Moya presented her 100-day plan to strengthen the City’s finances, revitalise the economy, and prioritise service delivery. This plan, built on six key priorities, remains the foundation for the decisive turnaround of the City, delivering visible progress that ActionSA celebrates today.
A cornerstone of the new administration's commitment to equitable service delivery has already delivered significant results. In just 100 days, across all communities:
Over 21 000 streetlights have been repaired and 291 high mast lights restored, greatly enhancing safety and visibility
With an 99% reduction in the pothole backlog, 687 out of 692 potholes repaired, road conditions have vastly improved
747 illegal dumping sites across all seven regions have been cleared, and 198 fines issued to deter further illegal dumping
Critically, ActionSA welcomes the progress in finally restoring the dignity of clean drinking water to the residents of Hammanskraal after two decades of suffering. The recent successful completion of Phase 1 of the Magalies Klipdrift Water Treatment Plant upgrade now delivers 12.5 megalitres of drinking water to four wards in Hammanskraal, while the refurbishment of the Rooiwal Water Treatment Works remains well on track.
Proudly, as part of efforts to stabilise Tshwane's finances, the new administration grounded on fiscal discipline and has made significant strides:
Having set a target of R50 million in monthly cash reserves, by January 2025, the City’s reserves had reached R368 million.
The City met 90% of its target to improve revenue collection through enhanced billing accuracy, a testament to the demonstrable progress towards lasting financial stability.
Tshwane’s liquidity outlook has improved from 0.57 in October 2024 to 0.81 in January 2025, with the City firmly on track to achieve a 1.0 liquidity outlook
Furthermore, in demonstrating ActionSA’s commitment to restoring the rule of law, the City of Tshwane has ushered in a new era of intensified raids and law enforcement operations, delivering a decisive blow to the widespread criminal elements that previous administrations had allowed to thrive.
The results of these efforts are visible, with residents witnessing weekly by-law enforcement operations and enhanced collaboration with other law enforcement agencies. Since October, 16 successful operations, some in areas others dared not enter, have been conducted, resulting in:
1 000 non-compliant businesses fined and 18 illegal businesses shut down
Over 1 018 spaza shops inspected
The apprehension and handover of illegal immigrants, further demonstrating the administration’s commitment to restoring law and order across the City
Central to Tshwane’s economic revitalisation, ActionSA welcomes the establishment of the Mayoral Sub-Committee on Bad Buildings, a crucial step in addressing derelict and abandoned properties that have long hindered the City’s growth.
One example of this approach is the recent handover of Schubart Park to the Tsoseletso Consortium, which will invest over R1 billion to transform the area into a thriving mixed-use development, restoring economic activity and dignity to the heart of the Capital City. This model demonstrates the potential for public-private development to ignite economic growth.
ActionSA takes pride in celebrating our contribution, alongside our hardworking coalition partners, to the demonstrable improvement of governance and service delivery in the City of Tshwane. Importantly, ActionSA extends our gratitude to our coalition partners whose maturity and cooperation have played a vital role in this progress, namely the African National Congress, Economic Freedom Fighters, ACDP, GOOD, DOP, ATM, PA, PAC, and AIC.
Having frequently travelled between Johannesburg, Ekurhuleni and Tshwane, it is evident that this progress has had a tangible and undeniable impact on the everyday lives of residents who, for the first time, have a government that keeps its word, takes action, and prioritises the best interests of all residents, regardless of their postal code or voting record.
ActionSA is fully committed to continuing our work with our partners to entrench the good governance practices that, in such a short space of time, have already given residents hope for a Capital City that is functional, vibrant, safe and prosperous.
