The Western Cape Minister of Finance, Deidré Baartman, on Friday, 22 August 2025, notified Kannaland Mayor, Jeffrey Dobson, of the approval of the municipality’s Financial Recovery Plan (FRP).
This marks an important step in the effort to restore financial stability and strengthen service delivery in the municipality. The FRP provides a roadmap for addressing the financial management challenges that have undermined the municipality’s ability to serve its residents effectively.
“The approval of the FRP is the first step towards building a more stable financial foundation for the municipality and ensuring that residents receive the services they deserve,” said Minister Baartman.
The Minister further emphasised that the successful implementation of the FRP will require strict discipline and cooperation from the municipality, as well as continued oversight and support from Provincial and National Treasury.
“If the municipality remains committed to this recovery path, it is expected that its finances could be placed back on a sound footing within the next five years - an achievable, important and realistic goal for the people of Kannaland,” Minister Baartman added.
The municipality will now table the FRP before Council for the adoption of a resolution confirming that Council has noted the imposition of the plan. In terms of law all future legislative and executive decisions of Council are bound by the FRP.
“Through cooperation, transparency, and accountability, the Kannaland Local Municipality can turn this plan into real change for the people of Ladismith, Zoar, Calitzdorp, and Vanwyksdorp,” Minister Baartman concluded.
