This policy brief brings together learning from research under the first phase of the Consortium on Civilian Safety and Security. It contributes to the evidence on current approaches to reduce, interrupt and mitigate risks of violence, exploring factors that enable or undermine their comprehensive and systematic use.
Other publications within this body of work explore specific sets of actions available to strengthen the safety of civilians. Here, the main barriers and entry points to comprehensive protection actions are identified, with key policy recommendations for humanitarian actors and funders of humanitarian and protection action that would support more systematic practice.
