Many humanitarian agencies are grappling with the challenges of measuring vulnerability, which is seen as a key to successful targeting and to ensuring more inclusive responses.
World Vision International (WVI) asked the Humanitarian Policy Group (HPG) for help with this challenge, as part of their global efforts to combat the exclusion of marginalised people, from even humanitarian response. WVI asked HPG to review approaches being developed in its Somalia programme, and to use the contrast of its Ukraine country response to assess how far this could be the basis for a tool with global application.
