Parliament will conclude its 2025 legislative and oversight programme this week, with the National Council of Provinces (NCOP) set to consider the Division of Revenue Amendment (DORA) Bill.
 
On Wednesday at 10:00, the NCOP will hold a virtual plenary session to consider the DORA Bill. Delegates will also deliver their farewell speeches as the Council adjourns for the year.

The Minister of Finance, Mr Enoch Godongwana, tabled the Bill as part of the 2025 Medium-Term Budget Policy Statement (MTBPS) on 12 November 2025. The Bill was processed by the National Assembly's Standing Committee on Appropriations before being referred to the NCOP.
 
The NCOP plays an important role in approving money bills in terms of Section 26 legislation. It safeguards provincial interests and reinforces cooperative governance. The DORA Bill operationalises the financial commitments of the 2025 Budget, directing resources toward key national priorities, including basic education, healthcare, housing, water and sanitation, and road infrastructure.
 
Following the plenary, the NCOP will begin its leave period on 18 December 2025. The National Assembly started its constituency period on 10 December, with its leave period starting on 22 December 2025. The NA will resume on 12 January 2026.
 
There are two committee meetings scheduled for this final week before the parliamentary recess:
