Key events on the parliamentary programme this week include the National Council of Provinces’ (NCOP) Provincial Week and a multi-party parliamentary delegation attending the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change. At the same time, Members of the National Assembly (NA) will focus on committee work.

There are no plenary sittings scheduled in both Houses this week.

From 17 to 21 November, Permanent Delegates to the NCOP will return to their respective provinces to assess progress in the delivery of basic services. Delegates will also meet with communities to hear about challenges affecting their daily lives as part of the 2025 Provincial Week, under the theme: “Building Viable Municipalities for Enhanced Delivery of Basic Services to Communities.”

This annual flagship programme of the NCOP demonstrates Parliament’s commitment to strengthening oversight and accountability to improve the quality of life for all South Africans.

In line with Section 42(4) of the Constitution, which mandates the NCOP to represent provincial interests at the national level, delegates will use the week to interact with provincial executives and other stakeholders. These engagements aim to identify ways to enhance service delivery, promote accountability and ensure that matters affecting provinces are brought to the attention of the National Government.

On the international front, a multi-party parliamentary delegation will participate in COP30, taking place in Belém, Brazil, until 21 November. At COP30, South African MPs will have an opportunity to learn from the experiences and best practices of other parliaments in addressing climate change. 

Through such engagements with international counterparts, MPs can gain valuable insights into innovative legislative approaches, policy frameworks and financing mechanisms.

The 10-member delegation comprises five members each from the National Assembly’s Portfolio Committee on Forestry, Fisheries and Environment, and the National Council of Provinces’ (NCOP) Select Committee on Agriculture, Land Reform and Mineral Resources. The Chairperson of the Portfolio Committee, Ms Nqabisa Gantsho, is travelling with Ms Noluthando Makasi from the African National Congress (ANC), Mr Nazier Paulsen from the Economic Freedom Fighters, Mr Andrew De Blocq van Scheltinga from the Democratic Alliance, and Mr Siyabonga Mkhize from the uMkhonto Wesizwe Party (MKP). The Chairperson of the Select Committee, Mr Mpho Modise, is travelling with Ms Mapule Dhlamini from the ANC, Mr Bino Farmer from the Patriotic Alliance, Mr Hendrik Van Den Berg from the Freedom Front, and Ms Seeng Mokoena-Zondi from the MKP.

On Tuesday, back in the National Assembly, the Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will hear evidence from Ms Mary de Haas. The Standing Committee on Public Accounts’ (SCOPA) enquiry into the Road Accident Fund will also continue with witnesses, including Ms Mpho Manyasha, Head: Office of the Chief Executive Officer; Ms Mampe Khumalo, the Chief Governance Officer; Mr Motlhoding Letsoalo, the former senior manager (employee relations); Ms Maria Rambauli, former Chief Operations Officer, and Witness X is also scheduled to appear.
