This week in Parliament, President Cyril Ramaphosa and the Economics Cluster Ministers will appear before the National Assembly (NA) and the National Council of Provinces (NCOP), respectively, to respond to oral questions. The NA will also convene three mini-plenaries to process various committee reports, while the Ad Hoc Committee to Investigate Allegations made by Lieutenant General Nhlanhla Mkhwanazi will continue with the submission of evidence by the Deputy Minister of Police, Ms Shela Boshielo. The RAF enquiry will also continue in the Standing Committee on Public Accounts (SCOPA) with PricewaterhouseCoopers (PwC) and more witnesses to appear.
The Chairperson of the National Council of Provinces, Ms Refilwe Mtshweni-Tsipane, will lead a multiparty parliamentary delegation to the Sixth Ordinary Session of the Sixth Parliament of the Pan-African Parliament (PAP). The Session is scheduled for 1 to 14 November 2025, at the PAP headquarters in Midrand, Johannesburg, with the formal opening of the Ordinary Session on 3 November 2025. It will be held under the African Union Theme for 2025, “Justice for Africans and People of African Descent through Reparations.” The delegation includes Mr Mdumiseni Ntuli, the Chief Whip of the largest party in the NA (the African National Congress), Mr Mergan Chetty from the Democratic Alliance, Ms Duduzile Zuma-Sambula from uMkhonto Wesizwe Party, and Mr Vuyani Pambo from the Economic Freedom Fighters.
On Tuesday at 14:00, the NA will consider the Portfolio Committee on Home Affairs’ report on the One Stop Border Post Bill, which establishes a legal framework for creating shared border posts with neighbouring countries, including the development of common control zones and the enforcement of both countries’ laws within these zones. The NA will also consider the Budgetary Review and Recommendation Reports (BRRR) for the Departments of Agriculture, Correctional Services and Forestry, Fisheries and Environment.
At the same time, the NCOP will hold a plenary sitting for questions to the Economics Cluster (5C), covering the Departments of Public Works and Infrastructure and Transport. The question-and-answer session forms part of Parliament’s constitutional mandate to hold the executive accountable, as provided for in Section 92(2) of the Constitution. These quarterly oral question-and-answer sessions serve as a key mechanism to ensure transparency, oversight and accountability in the executive’s work.
On Wednesday at 15:00, Ministers in Cluster 4: Economics will be in the NA for their oral question-and-answer session. The cluster comprises the Minister of Agriculture, Communications and Digital Technologies, Electricity and Energy, Employment and Labour, Finance, Forestry, Fisheries and the Environment, and Mineral and Petroleum Resources.
On Thursday at 14:00, the President is expected to address a range of matters during his appearance in the NA. Among them are public safety and gang violence in Cape Town; illegal migration and border security; global trade disruptions and economic resilience; and the deployment of the Special Task Force and the National Intervention Unit to Richards Bay Minerals. In the NCOP, permanent delegates will continue with questions to the Economics Cluster (4D), focusing on the Department of Communications and Digital Technologies.
On Friday, from 10:00 to 13:00, the NA will convene three mini-plenary sessions to consider international agreements and petition reports. They are as follows:
