This week’s parliamentary programme will feature, among other key items, Questions for Oral Reply sessions by the President, Deputy President, and Economic Cluster Ministers. Other items include a media briefing of the chairpersons of the Economic Services Cluster oversight committees of Parliament, consideration of the Immigration Bill by the National Assembly (NA), debate on the Local Government week in the National Council of Provinces (NCOP) and oral question-and-answer sessions.
The 7th Parliament has adopted a rotational approach to its parliamentary programme, structuring its work into three distinct components: committee oversight, constituency work, and plenary sittings. This structure allows members to focus on each of Parliament’s core functions, thereby enhancing the effectiveness and impact of parliamentary work.
CLUSTER MEDIA BRIEFING
Chairpersons of the NA and NCOP Economic Cluster oversight committees will brief the media on Monday, 8 September, as part of the 7th Parliament’s committee cluster media engagement programme. The briefing will focus on a range of topics:
Ms Khusela Sangoni Diko, Chairperson of the Portfolio Committee on Communications and Digital Technologies, will share the committee’s insights on:
• Broadcasting, digital migration and broadband rollout
• Post Bank
Mr Mikateko Mahlaule, the Chairperson of the Portfolio Committee on Mineral and Petroleum Resources, will talk about:
• Strengthening state-owned entities
• Critical minerals and illegal mining
The Select Committee Chairperson on Public Infrastructure and the Minister in the Presidency, Mr Rikus Badenhorst, will discuss:
• Oversight over findings and recommendations of PricewaterhouseCoopers regarding IDT
• Progress on improvements in the quality of government buildings for service delivery
• Interventions on increasing debt owed by organs of state to Property Management Trading Entity
• Implementation of an interim alternative to driving card licences.
The Chairperson of the Portfolio Committee on Transport, Mr Selelo Donald Selamolela, will speak about:
• e-Hailing services
• Taxi recapitalisation legislation
• Taxi killings involving CATA and CODETA
NA PLENARIES
President Cyril Ramaphosa will appear before the NA hybrid plenary on Tuesday, at 2 pm, to give oral replies to the Members of the House. Oral question sessions with the President are scheduled at least once a quarter during Parliament’s annual programme.
These sessions are one of the mechanisms Parliament uses to hold the executive to account as stipulated in Section 92(2) of the Constitution, which states that members of the executive are accountable collectively and individually to Parliament for the exercising of their powers and performing their functions.
While on Wednesday, the NA plenary hosts Economic Cluster (5) Ministers in a hybrid plenary for a Questions for Oral Reply session. The plenary is scheduled to start at 3 pm and will feature ministers responsible for Land Reform and Rural Development, Public Works and Infrastructure, Science, Technology and Innovation, Small Business Development, Tourism, Trade, Industry and Competition, and Transport.
On Thursday, the NA hybrid plenary will consider the Immigration Amendment Bill. The House will conclude its business for the day by considering the following reports:
• Report of the Portfolio Committee on Agriculture on Oversight visit to Perishable Products Export Control Board and Agricultural Research Council Stellenbosch campus, Western Cape Province on 25 and 26 March 2025

On Friday, from 10 am to 1 pm, the NA will hold virtual mini-plenary sessions to consider nine reports from various portfolio committees.
NCOP PLENARIES
The ministers responsible for Agriculture, Land Reforms and Rural Development will appear before the delegates to the NCOP in a hybrid plenary to respond to questions for oral reply on Tuesday still at 2pm.
The NCOP will hold a debate on the Local Government Week during its hybrid plenary on Wednesday at 2pm.
On Thursday, at 2 pm, Deputy President, Mr Paul Mashatile, will be in the NCOP for oral replies to questions from the delegates to the House.
