This week, key items on Parliament’s agenda include the consideration of the Division of Revenue Bill by the National Council of Provinces (NCOP) and the budget and policy debates for Parliament and The Presidency.
On Thursday, the NCOP will deliberate on the report of the Select Committee on Appropriations regarding the Division of Revenue Bill, which the National Assembly (NA) passed on 26 June. This Bill is a cornerstone of the national financial framework, allocating nationally raised revenue among the three spheres of government – national, provincial, and local – in accordance with Section 214 of the Constitution. Its purpose is to ensure that each sphere is adequately funded to fulfil its constitutional responsibilities and deliver essential services to citizens. As required for all Section 76 legislation, the NCOP must approve money bills to protect provincial interests and promote cooperative governance.
The Bill underpins the financial framework set out in the 2025 Budget and plays a crucial role in supporting national development priorities, including basic education, healthcare, housing, water and sanitation, and road infrastructure. By equitably distributing revenue, the Bill seeks to foster inclusive economic growth, reduce poverty and inequality, and support the creation of a capable, responsive state.
Budget Vote and Policy Debates
In the NA, budget vote debates – conducted in mini-plenaries – offer Parliament and the public insight into departmental performance and spending priorities. In the NCOP, policy debates ensure that provincial perspectives are taken into account in national budgetary decisions. Each department’s budget is examined by its relevant oversight committee, which submits a report to the appropriate House. These reports serve as key instruments for Members of Parliament to scrutinise and debate departmental budgets and annual performance plans, including those of public entities. Ministers and deputy ministers use these platforms to outline their spending priorities and reflect on performance outcomes.
At 14:00 on Tuesday, the Speaker of the NA, Ms Thoko Didiza, and the Chairperson of the NCOP, Ms Refilwe Mtshweni-Tsipane, will each present Parliament’s Budget Vote in their respective Houses. This vote details funding allocations that support Parliament’s core functions, including oversight of government, the legislative process, public participation, and international cooperation.
During the same NA sitting, the House will consider a joint report by the Portfolio Committee on International Relations and Cooperation and the Select Committee on Security and Justice on the Draft SADC Protocol on the Regional Parliament. The House will also consider a report from the Portfolio Committees on Police and Agriculture relating to a petition by PPS STOP Farm Killings (NPC) and Agri-Alert SA, calling for an investigation into attacks on farming communities.
Earlier on Tuesday, two simultaneous hybrid mini-plenaries will be held: Budget Vote 8 (National Treasury) will be debated in the Good Hope Chamber, and Budget Vote 37 (Sport, Arts and Culture) will be debated in Committee Room M46.
In the NCOP, in addition to the policy debate on Budget Vote 2 (Parliament), the House will also conduct a policy debate on Budget Vote 37 (Sport, Arts and Culture).
On Wednesday, the NA will convene another hybrid plenary in the Good Hope Chamber at 14:00 to debate Budget Vote 1 (The Presidency). At the same time, the NCOP will continue its policy debates on Budget Vote 19 (Social Development) and Budget Vote 13 (Public Works and Infrastructure).
On Thursday, the NA will resume the Budget Vote debate on The Presidency. In its final sitting of the week, the NCOP will consider the Division of Revenue Bill and hold policy debates on Budget Vote 28 (Police), Budget Vote 24 (Independent Police Investigative Directorate), Budget Vote 21 (Civilian Secretariat for the Police Service), and Budget Vote 31 (Employment and Labour).
On Thursday morning, both Houses will hold their respective Programming Committee meetings at 08:30 to consider the legislative agenda, programme updates, and outstanding bills.
