This week in Parliament will begin with a media briefing by the Chairpersons of the Peace and Security Cluster Committee on Monday. For the rest of the week, both Houses of Parliament will resume budget vote debates and policy debates while several committees are scheduled to meet.

The Chairpersons of the Peace and Security Cluster will brief the media and stakeholders as part of the Seventh Parliament’s Committee Cluster Media Engagement programme. The briefing is scheduled for Monday, 7 July 2025, at 11:00, at the Good Hope Chamber in Cape Town, under the theme: “Deepening the values of peace, justice, safety and security.”

The Chairperson of the Portfolio Committee on Justice and Constitutional Development, Mr Xola Nqola, will address members of the media on the National Prosecuting Authority, modernisation and infrastructure in court buildings, turnaround strategies for the Master’s Office and the Office of the State Attorney, and intensifying the fight against corruption.

In her address, the Chairperson of the Portfolio Committee on Correctional Services, Ms Kgomotso Ramolobeng, will brief the media on the infrastructure and maintenance of correctional service centres, as well as the issues of remand detainees and rehabilitation and reintegration programmes.

Ms Jane Mananiso, the Chairperson of the Select Committee on Security and Justice, will discuss some of the key issues affecting the national department, including governance, military veterans, human resources, and accountability and oversight of public funds.

Also on the programme is the Chairperson of the Portfolio Committee on Police, Mr Ian Cameron, who will brief the media on the arrest of senior officers, the gap between arrests and convictions, and other related matters.

Budget Vote Debates
In the NA, budget vote debates, held in mini-plenaries, inform Parliament and the public about the performance and spending of individual departments. In the NCOP, policy debates ensure provincial perspectives are reflected in national budget allocations. Each national department’s budget is considered by its oversight committee, which submits reports to the relevant House. These reports are a key tool for Members of Parliament to debate departmental budgets and annual performance plans, including those of public entities. During these debates, ministers and deputy ministers present their department’s spending priorities and reflect on departmental performance.

On Tuesday, the NA will hold six mini-plenaries to debate budget votes. They are Vote 29 (Agriculture), Vote 9 (Planning, Monitoring and Evaluation), Vote 5 (Home Affairs), Vote 38 (Tourism), Vote 8 (National Treasury), and Vote 42 (Land Reform and Rural Development).

The NCOP will hold a hybrid plenary session for two policy debates on Tuesday: Budget Vote 16 (Basic Education) and a policy debate on Budget Vote 29 (Agriculture). At the same sitting, the House will also consider committee reports and legislation.

On Wednesday, six mini-plenaries are scheduled in the NA. They include Vote 23 and 26 (Defence and Military Veterans), Vote 35 (Science and Innovation), Vote 13 (Public Works and Infrastructure), Vote 18 (Health), Vote 41 (Water and Sanitation) and Vote 25 (Justice and Constitutional Development).

At its hybrid plenary sitting on Wednesday, the NCOP will consider two policy debates: one on Budget Vote 10 (Electricity and Energy) and another on Budget Vote 33 (Human Settlements). Legislation and consideration of committee reports will also form part of the business of the House.

On Thursday, there are four mini-plenaries scheduled in the NA for debating Vote 3 and 15 (Cooperative Governance and Traditional Affairs), Vote 19 (Social Development), Vote 10 (Electricity and Energy) and Vote 16 (Basic Education).

Two policy debates are scheduled in the NCOP on Tuesday - Budget Vote 42 (Land Reform and Rural Development) and Budget Vote 41 (Water and Sanitation). The House will also consider committee reports and legislation.

Both Houses’ Programming Committees will convene on Thursday morning at 08:30 to consider their draft parliamentary programmes, committee reports and bills.
On Friday, one budget vote debate on Vote 30 (Communications and Digital Technologies) is scheduled in the NA.
