This week’s parliamentary programme will feature, among other key items, a media briefing of the chairpersons of the Social Services Cluster of oversight committees of Parliament, consideration of the Appropriation Bill by the National Assembly (NA), and questions for oral reply sessions.
President Cyril Ramaphosa will appear before the National Council of Provinces (NCOP) hybrid plenary on Wednesday, at 3 pm, to give oral replies to delegates’ questions.
Cluster Media Briefing
The chairpersons of the parliamentary Social Services Cluster Oversight Committees will hold a media engagement session on Monday, 23 June 2025, to address several important issues. The topics will include the impact of floods on education, the role of Sector Education and Training Authority (SETA) boards, social grants and the significance of early childhood development.
Themed: “Ensuring Open Access and Provision of Quality Social Services to the People.” The briefing aims to enhance Parliament’s communication efforts, as a transparent, accessible and accountable Parliament is crucial for a functioning democracy.
During the session, the chairpersons will speak on other issues of interest to the media and stakeholders. The Chairperson of the Portfolio Committee on Higher Education and Training, Mr Tebogo Letsie, will also address the media regarding the appointment of SETA boards, the National Student Financial Aid Scheme, and the implementation of the policy framework on the internationalisation of higher education.
Mr Makhi Feni, the Chairperson of the Select Committee on Sciences and Creative Industries, will address the media on the impact of floods on schooling, and provide an update on the committee’s oversight role on the implementation of the Bela Act.
The Chairperson of the Portfolio Committee on Basic Education, Ms Joy Maimela, will brief the media on Chapters 5 and 6 of the Children’s Amendment Bill, and the importance of Early Childhood Development.
The Chairperson of the Portfolio Committee on Social Development, Ms Bridget Masango, will focus on social grants, and the Central Drug Authority.
The committee cluster media engagements provide members of the media and other stakeholders, including the public, with a valuable opportunity to better understand how Parliament’s extensive oversight and law-making functions operate.
These engagements focus specifically on how Parliament influences governance and transparency while promoting public accountability as the legislative branch of the state, which requires the executive to account for its individual and collective functions and performance.
Budget Process
On Thursday at 2pm, the NA will convene a physical sitting at the CTICC to consider the Report of the Standing Committee on Appropriations on Division of Revenue Bill [B15 – 2025]. The Division of Revenue Bill is a critical piece of legislation in South Africa that outlines how nationally collected revenue is allocated among the three spheres of government: national, provincial, and local.
Prepared by the National Treasury, the bill is tabled alongside the annual budget and ensures that funds are distributed equitably to address service delivery needs, reduce inequality, and support development priorities. The bill specifies the division of funds through conditional grants, equitable shares, and other allocations, ensuring provinces and municipalities have the necessary resources to fulfil their constitutional mandates, such as healthcare, education, and infrastructure development.
The adoption of the Division of Revenue Bill by the NA has significant implications. Once passed, it legally binds the government to the allocated financial distributions, ensuring predictability and stability in budgeting across all spheres. Provinces and municipalities rely on these allocations to fund essential services. Furthermore, the bill’s adoption reflects broader fiscal policy priorities, influencing how resources address socio-economic challenges like poverty and unemployment.
The bill is crucial for maintaining cooperative governance and ensuring that public funds are distributed fairly and efficiently to meet the needs of all South Africans.
The sitting will also hold a debate on International Day against Drug Abuse and Illicit Trafficking, under the theme: “Breaking the chains - Prevention, treatment and recovery for all”, immediately after considering the Division of Revenue Bill.
On Tuesday, the NA will convene a hybrid plenary at the Good Hope Chamber to consider the report of the Standing Committee on Appropriations on Public Sector Pension and Related Payments Bill, members’ statements, notices without motions, and motions.
On Tuesday still, the Minister of Defence and Military Veterans will appear before delegates to the NCOP in a hybrid plenary to respond to questions for oral reply.
On Wednesday, the NA will host Economics Cluster 4 Ministers in a hybrid plenary for a Questions for Oral Reply session. The plenary is scheduled to start at 3 pm and will feature ministers responsible for Trade, Industry and Competition, Small Business Development, Tourism, Employment and Labour, Agriculture, and Public Enterprises. In the same sitting, members will also convey condolences for the late Member of Parliament, Mr. KP Sithole.
Parliament uses questions and answer sessions among a range of instruments to hold the executive accountable as stipulated in Section 92(2) of the Constitution which provides that Cabinet Members are accountable collectively and individually to Parliament for the exercise of their powers and performances of their functions.
On Friday, from 10 am to 12 pm, the NA will hold a mini-plenary at the Good Hope Chamber to debate on Vote 36: Small Business Development, and another one at M46 Committee Room to Debate on Vote 8: National Treasury.
