Parliament’s programme this week underscores its vital role in strengthening democratic governance through oversight, accountability, and capacity building. President Cyril Ramaphosa will appear before the National Council of Provinces (NCOP) on Thursday at 14:00 to answer oral questions from delegates, a key mechanism for executive accountability.
Earlier in the week, on Tuesday at 14:00, Cluster 1D Ministers, responsible for Peace and Security – namely, the Minister of Justice and Constitutional Development and the Minister of International Relations and Cooperation, will also appear before the NCOP for a question and answer session.
The Minister of International Relations and Cooperation will deal with questions on a range of issues, including South Africa’s positioning ahead of the upcoming G20 Summit, the strategic role of BRICS, and plans to address illegal immigration.
The Minister of Justice and Constitutional Development will answer questions on capacity challenges at the National Prosecuting Authority, responsibility of the magistrates’ commission and on the rate of successes in the prosecution of state capture related cases since the submission of the Zondo Commission Report to the President.
Parliament’s question and answer sessions are a central part of its constitutional oversight function. They provide an opportunity for Members of Parliament (MPs) to question the President, Deputy President, Ministers, and Deputy Ministers directly ensuring transparency and accountability to the public.
Members’ Training
The National Assembly (NA) will this week hold a two-day members’ training and capacity building programme to develop and strengthen the skills, knowledge, and abilities of MPs to perform their constitutional functions effectively.
The programme, scheduled to take place virtually on 19-20 June will cover topics on the rules and orders of the NA, rules of debate and order in proceedings, Parliament and the budget and public participation and engagement.
Budget Process
Following the recent approval of the Fiscal Framework and Revenue Proposals by both Houses of Parliament, relevant committees now move into the next phase of the budget process: the consideration of the Division of Revenue Bill and the Appropriation Bill.
On Tuesday at 09:00, the Select Committee on Appropriations will be briefed by the Parliamentary Budget Office on the 2025 Division of Revenue Bill, Appropriation Bill, and Public Sector Pension and Related Payments Bill [B3 – 2025]. At the same time, the Standing Committee on Appropriations will hear from the Department of Health and the City of Johannesburg on the Appropriation and Division of Revenue Bills.
On Wednesday at 09:00, the Department of Cooperative Governance is scheduled to appear before the Standing Committee on Appropriations on both the Appropriation and Division of Revenue Bills. At 10:00, the Financial and Fiscal Commission will brief the Select Committee on Appropriations at 10:00 on the 2025 Division of Revenue Bill, 2025 Appropriation Bill and Public Sector Pension and Related Payments Bill [B3 – 2025].
The Division of Revenue Bill and the Appropriation Bill are key instruments in South Africa’s annual budget process. The Division of Revenue Bill determines how national revenue is shared among the national, provincial, and local spheres of government. Once this division is approved, the Appropriation Bill gives effect to the national government’s share by allocating specific funds to individual departments and public entities.
Together, these bills ensure that public funds are equitably distributed and lawfully spent, enabling government to deliver services and implement its programmes across all levels.
