Question-and-answer sessions with ministers in the Peace and Security Cluster in the National Council of Provinces (NCOP) and the National Assembly (NA) and consideration of committee reports are some of the key items on Parliament’s agenda this week.
On Tuesday at 14:00, Cluster 1A Ministers: Peace and Security – the Minister of Police and the Minister in the Presidency – will appear before the National Council of Provinces (NCOP) to answer questions from delegates. The Minister of Police will answer questions on, among other things, eradicating gangsterism, drug abuse in schools, as well as provide an update on the State Capture Task Team.
The Minister in the Presidency will answer questions on new intelligence entities, organised crime syndicates and whether any integrated national strategies exist to counter the escalating criminal incidents of kidnappings for ransom.
Also on Tuesday, the National Assembly (NA) during its plenary sitting at 14:00, will consider the report of the Portfolio Committee on Correctional Services on its oversight visit to Gauteng from 8 to 11 October 2024 and the report of the Portfolio Committee on Mineral and Petroleum Resources on its oversight visit to North West and Gauteng.
Parliament committee reports serve multiple purposes. They primarily provide detailed findings and recommendations on specific issues. These reports facilitate in-depth scrutiny of legislation, oversight of government action and interaction with the public. They also allow for more detailed debate and information gathering than plenary sessions, ultimately informing parliamentary decision-making. The reports are published in the Announcements, Tablings, and Committee Reports (ATC). This document formally publishes committee reports and other announcements related to parliamentary proceedings and serves as a record of parliamentary activities. The ATC essentially forms part of the Minutes of Proceedings of both Houses of Parliament.
On Wednesday at 15:00, Cluster 1: Peace and Security Ministers, which comprises the Minister in the Presidency, Minister of Correctional Services, Minister of Defence and Military Veterans, Minister of Home Affairs, Minister of International Relations and Cooperation, Minister of Justice and Constitutional Development, and Minister of Police will appear for a question-and-answer session in the National Assembly (NA).
The Ministers will respond to various questions, including the lack of mobile units in remote areas, the commitment to serve all clients, and the implementation of monitoring systems to prevent the misuse of laptops by inmates following a Constitutional Court ruling.
On Thursday, Cluster 1B: Peace and Security, comprising the Minister of Correctional Services, will appear in the NCOP at 14:00. The Minister will answer questions on the training of correctional officers, the state of patients in correctional facilities and the recidivism rate within the correctional system.
Question-and-answer sessions are among a range of instruments Parliament uses to hold the executive accountable. Section 92 of the Constitution stipulates that the executive, including the president, his deputy, and cabinet ministers, is accountable to Parliament for exercising their powers and performing their functions.
In the NA on Thursday at 14:00, the House will consider the report of the Joint Standing Committee on Defence on the Mid-term Strategic Review of the South African National Defence Force and the report of the Portfolio Committee on Women, Youth and Persons with Disabilities on the petition calling on the National Assembly to investigate the provision of free sanitary pads and menstrual health.
