Members of the National Assembly (NA) will return from their constituency period on Tuesday to resume work in various committee meetings. At the same time, delegates to the National Council of Provinces (NCOP) are away for their constituency period from 21 April to 5 May. The two Houses, the NA and the NCOP have not scheduled plenaries for this week.
The constituency period gives Members of Parliament (MPs) time for meaningful and direct engagement with communities and constituencies, where each MP utilises their respective constituency offices across the country.
This is part of the 7th Parliament’s rotational approach to the parliamentary programme, where the work is reorganised into three components: committee oversight week, constituency engagement and plenary sittings. This approach enables members to focus fully on each core function to maximise its impact.
On Thursday, 24 April, at 08.30, the NA will convene its Programme Committee meeting to plan for Parliament's business. The committee will, among other things, consider the draft programme of the National Assembly, committee reports, and bills before the House.
International Engagement
A multi-party delegation from Parliament is attending the joint standing committee meetings of the Southern African Development Community Parliamentary Forum (SADC-PF), which will be held in Kempton Park, South Africa, from 23 to 25 April 2025.
The SADC-PF Standing Committee meetings are held in preparation for the regional inter-parliamentary body’s 57th Plenary Assembly Session, which the Parliament of Zimbabwe will host from 31 May to 08 June 2025. Each committee will table its report. The meetings will be held under the theme: “Towards Developing a SADC Model Law on Prison Oversight.”
South Africa’s multiparty parliamentary delegation to the SADC-PF is led by the Speaker of the National Assembly, Ms Thoko Didiza. It includes Mr Kenneth Mmoiemang, Chief Whip of the NCOP, Ms Sylvia Lucas from the African National Congress, Mr Bonginkosi Madikizela from the Democratic Alliance, Mr David Skosana from the uMkhonto Wesizwe Party, and Ms Ntombovuyo Mente-Nkuna from the Economic Freedom Fighters. The Speaker is not assigned to committees but is a member of the SADC-PF Executive Committee (exco).
· Ms Lucas, who is also the SADC-PF Vice President and member of the exco, will attend the meetings of the Standing Committee on Gender Equality, Women Advancement and Youth Development (GEWAYD)
· Mr Madikizela will attend meetings of the Standing Committee on Human and Social Development and Special Programmes (HSDSP)
· Mr Mmoiemang, who is the deputy chairperson of the SADC-PF Audit and Risk Committee, will attend meetings of the Standing Committee on Democratisation, Governance and Human Rights (DGHR)
· Mr Skosana will attend meetings of the Standing Committee on Trade, Industry, Finance, and Infrastructure (TIFI); and
· Ms Mente-Nkuna will attend the meetings of the Standing Committee on Food, Agriculture, Natural Resources, and Climate Change (FARNCA).
Established in 1997, the SADC PF is a regional inter-parliamentary body comprising 15 parliaments representing over 3 500 parliamentarians in the SADC region. The member parliaments are Angola, Botswana, Democratic Republic of Congo (DRC), Kingdom of Eswatini, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, South Africa, Seychelles, Tanzania, Zambia, and Zimbabwe. The Forum seeks to bring regional experiences to bear at the national level and to promote best practices in the role of parliaments in regional cooperation and integration as outlined in the SADC Treaty and the Forum Constitution.
