Ministerial statements, debates on issues of national importance, questions for oral replies, consideration of Budgetary Review and Recommendation Reports (BRRR), and committee meetings are among the items on the parliamentary programme this week. 
 
The National Assembly (NA) returns from constituency programme this week and will on Tuesday convene a plenary session scheduled to start at 10:00. Among the items on the agenda from 10:00 to 13:00 is the statement by the Minister of Water and Sanitation on water security in the country and a debate on 16 Days of Activism for no violence against women and children. The debate will be held under the theme: Marking 30 years of democratic rights for women and fostering national unity to end gender-based violence. 
 
From 14:00, the Peace and Security Cluster 1 ministers will answer questions in the NA. The Peace and Security Cluster 1 comprises the Departments of Correctional Services, Defense and Military Veterans, Home Affairs, International Relations and Cooperation, Justice and Constitutional Development, Police and the Minister in the Presidency. Members of the executive are accountable collectively and individually to Parliament for exercising their powers and performing their functions. The last item for this plenary is the consideration of the BRRRs of Portfolio Committees on International Relations and Cooperation, Cooperative Governance and Traditional Affairs, Science, Technology and Innovation, Forestry, Fisheries and Environment, Mineral and Petroleum Resources and Electricity and Energy.
 
The National Council of Provinces (NCOP) will at its plenary on Tuesday hold a debate under the theme: “Infrastructure development in local government as the only path to viable municipalities”. The House will conclude its sitting by considering motions, committee reports and legislation.
 
The Social Services Cluster ministers will on Wednesday,  at 15:00, be in the NA for oral replies. The Cluster includes Departments of Basic Education, Health, Higher Education, Human Settlements, Social Development, Sport, Arts and Culture and Water and Sanitation. The NA will also consider the 2024 Revised Fiscal Framework and Revenue Proposals.
 
At 15:00 on Thursday, the NA will deal with a range of items including a statement by the Minister of Public Works and Infrastructure on the delays in completing infrastructure projects and questions to the Governance Cluster 3, which includes the Departments of Cooperative Governance and Traditional Affairs, Public Service and Administration, Women, Youth and Persons with Disabilities as well as the Minister in The Presidency (GCIS), Planning, Monitoring and Evaluation. The NA will also consider BRRRs of the Portfolio Committees on Public Service and Administration, Defense and Military Veterans, and Communications and Digital Technologies.
 
The NCOP will on Thursday, at 14:00, hold a hybrid sitting to consider the Revised Fiscal Framework. Other items on the agenda are debates on Provincial Week, which was conducted from 16 to 20 September 2024, as well as a debate themed: “Decisive measures to fight against extortion rackets and protection fee syndicates to prevent criminalisation of the township and rural economies”.
On Friday, the NA is scheduled to hold two mini-plenaries on for debates on issues of national importance. The debates will start at 10:00 to 13:00.
