The National Assembly Speaker, Ms Nosiviwe Mapisa-Nqakula, will lead a multi-party Parliamentary delegation to the 145th Inter-Parliamentary Union (IPU) Assembly in Kigali, Rwanda from 11 to 15 October.
 
IPU is an international organization of national Parliaments. Its primary purpose is to promote democratic governance, accountability, and cooperation among its members. Among its other initiatives, includes advancing gender parity among legislatures, empowering youth participation in politics, and sustainable development. The overall theme of the 145th Assembly is Gender equality and gender-sensitive parliaments as drivers of change for a more resilient and peaceful world.
 
On Tuesday at 10.00, Permanent Delegates to the National Council of Provinces (NCOP) will have a hybrid Ministerial Briefing Session on the scale and impact of the destruction of public property and community facilities under the theme: “Measures to Protect Public Infrastructure and Community Facilities from Vandalism and Destruction”.
 
There are no plenary sittings in the NA this week, however, portfolio committees will begin with the Budget Review and Recommendation Reports (BRRR). In October of each year, committees compile Budgetary Review and Recommendation Reports for every government function. BRRR is a very important tool available for Parliament to influence budget allocations. 
 
They must provide, among other things, an assessment of the department’s service delivery performance, and may include recommendations on the forward use of resources. BRRR enables committees to integrate and consolidate budgetary oversight with other oversight work related to service delivery implementation by committees.
 
There are 26 committee meetings scheduled for this week as outlined below:
 
TUESDAY, 11 OCTOBER

Portfolio Committee on Sport, Arts and Culture, Consideration and adoption of the 4th term Committee programme; Briefing by the Auditor General of South Africa on the audit outcomes of the Department and its entities; Briefing by the Hockey South Africa on their annual report or APP and progress regarding the development in schools.
