- Front-line justice services with the potential to scale up: Evidence from LMICs0.44 MB
This policy brief presents new findings on the affordability and scalability of front-line justice services in low- and middle-income countries.
These are services providing free or low-cost legal advice, assistance, and informal dispute resolution to address people’s most pressing justice problems, including gender-based violence; land disputes; community disputes; and human rights abuses.
ODI has now identified over 50 examples of affordable front-line justice services that have the potential to be scaled-up to provide a nation-wide service, including in upper middle-income countries.
The research builds on earlier work to assess cost-effectiveness and scalability in Manuel and Manuel 2023. It supports the work of the Justice Action Coalition to develop a financing framework that prioritises funding for front-line services.
