Efforts to improve the targeting of humanitarian assistance in Somalia were given new impetus following the United Nations’ 2023 report on post-distribution aid diversion.

Although it is recognised that aid diversion is a systemic issue that involves power and politics, efforts have mainly focused on technical improvements in areas including targeting/recipient selection, common registration, referrals and inter-agency data sharing.

In 2024, WFP piloted two targeting approaches for unconditional cash and voucher transfers in Somalia, one in Baidoa and one in Dolow. The aim was to test how far improved targeting methodologies could reduce diversion and elite capture.

This report provides independent analysis and learning from these experiences, especially around vulnerability, inclusion and aid diversion.
