The Electoral Reform Consultation Panel (ERCP) was established in May 2024 in terms of the Electoral Amendment Act, 2023 to conduct a comprehensive review of South Africa's electoral system and provide recommendations for potential reforms.
This discussion paper serves as an introduction to the ERCP's work, outlining the historical context to electoral reform, relevant constitutional provisions, guiding principles for the evaluation of electoral systems, and key design elements of electoral systems that will need to be considered.
The discussion paper ends with a short overview of the common themes emerging from the first phase of public engagement and interested stakeholders are invited to engage with the ERCP in the next phase of consultations.
