The Portfolio Committee on Trade, Industry and Competition yesterday shortlisted six candidates for the position of the Chairperson of the National Lotteries Commission’s (NLC’s) Board. The committee is responsible for making a recommendation to the Minister of Trade, Industry and Competition regarding the position of the Chairperson of the NLC’s Board in terms of the Lotteries Act (Act No. 57 of 1997). 
 
Recently, Prof Barney Pityana, the current Chairperson of the NLC’s Board, announced his impending retirement. Consequently, the Minister of Trade, Industry and Competition, Mr Parks Tau, made a call for nominations in line with requirements set out in section 3(3) of the Lotteries Act (Act No. 57 of 1997) in September 2025. 
 
On 20 October 2025, the Speaker of the National Assembly (NA) received a letter and the Curricula Vitae (CVs) of the 22 nominees from the Minister, requesting that the NA initiates a process to fill the position of the Chairperson of the NLC in terms of section 3(3) of the Act. Subsequently, the Speaker, on 21 October 2025, referred the matter to the Portfolio Committee on Trade, Industry and Competition for consideration and report. 
 
In its deliberations, the committee considered the criteria prescribed by the Act, as well as a list of guidelines in relation to the preferred character traits, qualifications and experience required for the position of the Chairperson of the NLC Board. Furthermore, during its shortlisting process, the committee considered demographic factors such as race and gender, retention of institutional knowledge, and issues of conflict of interest.
 
The committee shortlisted six candidates, namely:

  • Mr King Thembinkosi Bonakele
  • Ms Judy Hermans
  • Ms Mpho Mosing
  • Adv Nomazotsho Yvonne Memani
  • Mr Wayne Manthe
  • Adv Lufuno Tokyo Nevondwe

The committee is calling on everyone who wishes to submit comments on the candidates to forward written submissions to the Committee Secretary, Mr André Hermans, on ahermans@parliament.gov.za. The CVs of the shortlisted candidates are published on the parliamentary website for your perusal. The link is as follows: https://tinyurl.com/3ypcc44r. The deadline for submissions is Monday, 10 November 2025.
 
The shortlisted candidates will also be vetted. Thereafter, the committee will proceed with interviews.
 
Committee Chairperson, Mr Mzwandile Masina, emphasised that the committee will do everything in its power to ensure that the process remains open and transparent, and that due process is followed.
