The ANC, EFF, ActionSA, AIC, DOP, PA, PAC, ATM, PAC and GOOD commend the City of Tshwane on the successful tabling of a fully funded and National Treasury-endorsed draft budget for the 2025/26 financial year.
This is the first fully funded budget since 2022 and represents a significant milestone in our turnaround strategy for Tshwane. It is a clear demonstration of our coalition’s commitment to responsible governance, sound financial management, and inclusive service delivery to all communities in the City.
The R52.2 billion operational budget and R2.4 billion capital budget reflects the coalition's shared priorities, financial recovery, infrastructure development, pro-poor service delivery, economic growth, and building a safer, cleaner, and more sustainable city. We particularly commend the decision not to rely on borrowing, the positive revision of the City’s credit outlook, and the transparent, consultative process followed in arriving at this credible financial plan.
Our partnership, while not without its challenges, has yielded tangible results: improved cash reserves, reduced debt, enhanced revenue collection, and a marked improvement in service delivery and infrastructure investment across Tshwane.
We remain committed to working collaboratively, putting residents first, and continuing the upward trajectory of South Africa’s capital. This budget is a product of cooperation, leadership, and the shared vision of building a better Tshwane for all.
