The Outcome of the First Global Stocktake at COP28, known as the UAE Consensus, emphasised the urgent need to enhance climate ambition, and called on all Parties to contribute to efforts to triple renewable energy capacity and double the energy efficiency improvement rate by 2030.
The forthcoming round of Nationally Determined Contributions to the Paris Agreement (NDC 3.0) is expected to include more ambitious targets aligned with these global goals. For these commitments to generate practical outcomes, NDC 3.0 must be articulated and reflected in national policies to provide clear guidelines.
The agency's engagement with its Members covers approximately 5.9-billion people and 31 818-million tonnes of CO2 equivalent emissions. This report examines national and regional efforts to enhance and implement climate targets, and provides details of the support provided by IRENA through its various work packages, including those concerned with NDCs.
