The City of Tshwane, under the leadership of the MMC for Utility Services, Cllr Frans Boshielo, has officially initiated and handed over to the contractor two major electricity capital projects in Ward 3, Region 3, Pretoria West.

The demand for electricity has been steadily increasing across various parts of the City. In response, the City has embarked on a programme to strengthen electricity supply across all seven regions through infrastructure development, capacity upgrades and the general improvement of the electricity network.

The following projects have now been initiated and are underway in Ward 3, Pretoria West:

Refurbishment of the Kraai 11kV secondary substation – Kwaggasrand, Pretoria West, Ward 3

The Kraai 11kV secondary substation, located along Kraai Street in Kwaggasrand, has experienced unstable and unreliable electricity supply due to outdated, fragile and inefficient switchgear. To address this challenge, the City has initiated a refurbishment project that includes the replacement of obsolete equipment with modern technology, the installation of advanced protection and control systems, improved lighting for enhanced security, and general facility upgrades.

The project is currently underway and is expected to be completed by the end of April 2026. Upon completion, the areas of Kwaggasrand and Westpark, as well as the Tshwane Incubator and the Department of Labour (corner of Church and Kalafong Roads), will benefit from a stable and reliable electricity supply. This improved reliability will support local economic development and enhance public safety through improved public lighting.

Upgrading of the low-voltage electricity network – Proclamation Hill, Pretoria West, Ward 3

The Proclamation Hill area has experienced significant development in recent years, particularly in student accommodation and general rental properties. This growth has placed pressure on the electricity network, leading to frequent power failures caused by overload trips.

To address this, the City initiated a multi-phase capital project to upgrade the low-voltage electricity network. In the 2024/25 financial year, upgrades were completed in the supply areas served by the following mini-substations: Oliewen/Mica, Cobalt/Serin and Radium/Kiat. These areas have since achieved improved supply stability.

In the current 2025/26 financial year, work is continuing in the remaining supply areas, mini-substations Chroom/Mimosa and Taaibos/Mercantile. The project is underway and is scheduled for completion by the end of October 2026. Once completed, the upgrades will ensure a stable and reliable electricity supply, supporting local businesses and economic activities in Proclamation Hill.

Cllr Frans Boshielo expressed his appreciation for the progress being made by the Energy and Electricity Business Unit, noting that these projects represent a strong investment in the local grid.

“The initiation and handover of these two capital projects mark an important milestone in our efforts to improve service delivery and modernize Tshwane’s electricity infrastructure. These projects will improve the reliability of supply, reduce outages, increase network capacity to support growth and ensure the long-term sustainability of our infrastructure,” said Cllr Boshielo.

The City remains committed to investing in energy infrastructure that meets the needs of residents, supports economic growth and strengthens Tshwane’s position as a modern, reliable and sustainable capital city.
