The C-forms and Waiting List proof of application documents, which were issued to the first applicants of RDP houses between 1996 and 1999, remain valid. The documents were used as proof of registration, including the application number and date.

Due to identified major disparities in the systems, it was identified that they could be duplicated and corrupted. This led to a migration towards the demand database, which was deemed to have the necessary measures put in place to resolve the disparities.

Over the years, beneficiaries received houses while others never received them for various reasons, which include backlog in the system or the applicants no longer qualify due to the improvement in their lives. Some of those who have not benefited have since improved in their lives and financial status and no longer qualify for RDP houses.

For those whose status has not changed, they are encouraged to update their information on the National Housing Needs Register (NHNR). NHNR is a computerised system used by the government to record particulars of households in need of housing assistance. When there are housing opportunities in the area where they applied in, either service stands, mixed housing, or houses, 20% of the 1996-1999 applicants will be considered.

Who can register on the national housing needs register?

  • The total household gross income should not exceed R15 000.
  • Neither the applicant nor his/her spouse should ever have owned a property.
  • The applicant must be a South African citizen or have permanent residency.
  • Must be over 18 years of age and can be married, widowed, divorced, or single with dependents.

There are various government-subsidized housing programmes to assist qualifying citizens with their housing needs, which include fully subsidised RDP houses, Financed -Linked Individual Subsidy Programme (FLISP) houses.

The City of Tshwane also offers four rental options, which include community residential units, affordable rental, social housing, and self-sufficient housing for the elderly. To register on the NHNR, visit the Gauteng Department of Human Settlements (Tshwane Region) 1st Floor, Gilboa Building, 50 Hamilton Street Acadia or contact them on 012 303 3380/3363.
