The complete breakdown of waste collection in the Emfuleni Local Municipality in Sedibeng, Gauteng, is yet another reason why ActionSA is calling for the Municipal council to be dissolved. 

Service delivery in the Emfuleni Local Municipality is virtually non-existent due to mismanagement by the ANC-led coalition of doom, with the municipality this week announcing that their waste collection service “collapsed” due to compactor trucks being attached due to outstanding debt repayments. 

Residents are now forced to drop off waste at nearby municipal landfill sites across the municipality due to the municipality’s inability to perform its basic functions. 

ActionSA Gauteng Provincial Chairperson, Bongani Baloyi, already wrote to the Gauteng Cooperative Governance and Traditional Affairs (Cogta) MEC, Mzi Khumalo, last year December requesting that the Emfuleni Municipal Council be dissolved and an administrator be appointed forthwith.

Section 139 of the Constitution stipulates that the provincial government may dissolve a municipal council and appoint an administrator if exceptional circumstances warrant such a step.

ActionSA believes a capable administrator would be better suited to stabilise the municipality’s finances and urgently provide services to the residents in the community.

An administrator would help to address severe governance failures in the short term while long-term solutions to the Emfuleni Municipality are found. 

The coalition of doom in Emfuleni Local Municipality - headed by the ANC - has for years struggled to deliver the most basic services, such as electricity and water provision, while its finances continued to deteriorate. 

The municipality has already been under administration since 2018 already for its ballooning irregular expenditure bill of over R1 billion, but the intervention has yielded little results and instead, service delivery continued to decline. 

For over three years, the Gauteng Provincial Government failed to address the deeply concerning situation at the municipality, and that is why drastic action has to be taken to turn the situation around.
