ActionSA welcomes the decision by Transport Minister Barbara Creecy to dissolve the Board of Directors of the Road Accident Fund (RAF), announced on Tuesday, 15 July. This follows ActionSA’s formal demand more than six weeks ago, after the RAF’s shambolic appearance before the Standing Committee on Public Accounts (SCOPA) and damning findings from the Special Investigating Unit (SIU).

With over R50 billion in annual revenue – entirely funded by South African motorists through the fuel levy – the RAF has become a cesspool of mismanagement, corruption, and a symbol of state failure.

The RAF Board’s collapse became inevitable after its disastrous engagement with Parliament. Hours before their scheduled appearance, RAF CEO Collins Letsoalo was hastily placed on “special leave” amid misconduct allegations related to a R79 million lease deal, a transparent attempt to shield him from scrutiny.

Despite being a litigation-heavy entity, the RAF has operated without a Head of Legal Services for nearly three years. As a result, it continues to bleed public funds to default judgments and wastes compensation resources on fruitless litigation.

ActionSA said it then, and we’ll say it again: the only path to restoring the RAF’s credibility is the complete dismissal of the Board and its replacement with competent, accountable leadership. As seen at the SABC, National Lotteries Commission, and Eskom, meaningful turnaround begins with ethical leadership and governance reform.

This is why ActionSA actively supported the call for a parliamentary inquiry by SCOPA in June, and we reiterate our call for a full, independent investigation to uncover the full extent of the rot and hold those responsible to account.

We also confirm that ActionSA has received threats in relation to our stance on the RAF. These threats have been reported to the Speaker of the National Assembly for investigation. Let us be clear: ActionSA will not be intimidated. We will continue to speak truth to power and demand accountability from those entrusted with public resources.

South Africans deserve better than a government that protects corruption while demanding more from its citizens. ActionSA will not rest until accountability and integrity are restored in institutions like the RAF.
