This Investment Framework is intended to guide the African Development Bank (AfDB or the Bank) in selecting, designing, financing, and implementing Water-Energy-Food-Ecosystem (WEFE) Nexus investments.

It builds upon analysis conducted to inform the development of this Investment Framework (see Situation Analysis in Annexure 1). This analysis included baseline assessments for four case study countries (Egypt, Kenya, Senegal and Zambia) and modelled scenarios which are intended to guide Nexus investment decisions that are predicated on plausible pathways for water demand in different country contexts.
